The message that appears before you use the block checker should explain it all.
If it constantly says "waiting for user to join", then the user might be online, or they might be offline. If it changes to "user has joined conversation", then they are definately offline.
The block checker used to work 100%, but MSN have since changed the way their protocol works so it doesn't work all the time.
